History: Tails was taught this in self-defense lessons by knuckles, he has used this to get out of a scrape quite a few times. he is currently perfecting a metal plate to attach to his head so he can eventually headbutt his way through walls.

For what does it do you would put 'Tails rams his head at the enemy.' The damage for standard attack depends on your level. Yours would do 25 damage. I'm assuming thats why you put 25 damage though.. But you can have just one standard attack and it continues to get stronger as you do.
