Masters and apprentices is basically something that just helps people. A user can post in the Master and Apprentice requests to request a master or apprentice. A master just basically teaches the apprentice all he/she knows about fighting, rules etc. and when the master thinks the apprentice is ready they let them go by themselfs on quests and adventures. And usually the Master has the apprentice do a quest or task before they let them go by themselfs.

Note:Anybody can be an apprentice, and to be a master you have to at least be a mod.

This is true. Ever since the demotions every special rank user (Admin, Head Moderator, Moderator, etc) was demoted down at least one rank. Tails is no long a Moderator so he could not be your Master. Also, Tails isn't exactly able to be active because he can only go on a computer every fortnight (Every 14 days) So he wouldn't really be able to go on a lot to help you out on the site. If you want a Master make a topic in this section asking for one.
